Most "traditional" advertising and PR people are having a difficult time keeping up with changes in the Internet. The big thing now is the "participatory web" and this is a concept that is very difficult to fit into tightly controlled corporate marketing environmednt. Who wants consumers (or employees, for that matter) commenting on company policies and evaluating company products and services online? Probably not WalMart, GM, or even Microsoft or Google.
